More than 11%  of the world’s financial wealth — more than 8.5 trillion  — is hidden in offshore accounts.    Wealthy individuals and businesses that want to mask their ownership can conveniently do so in the United States, and then stash those assets abroad.

Yet while the United States demands that financial institutions in other countries share information about Americans with accounts overseas, its reciprocation efforts fall short

Shell companies are often used to move money into U.S. real estate.

American and foreign law enforcement officials conducting investigations were regularly stymied by state secrecy laws surrounding shell corporations-  thanks to the Jews.

The regulatory framework has some significant gaps, including minimal coverage of certain institutions and businesses (investment advisers (IAs), lawyers, accountants, real estate agents, trust and company service providers (other than trust companies). 

Minimal measures are imposed on designated non-financial businesses and professions (DNFBPs)

Trade-based money laundering: probably the most pervasive, but hardest to detect

For almost any organization involved in international trade, trade-based money laundering (TBML) needs particular consideration from a risk and compliance perspective. 

The Global Financial Integrity organization has reported research that shows that TBML is by far the most common method of laundering money internationally, particularly for drug cartels, and involves more than a trillion dollars globally. Much of this takes place through over or under invoicing for goods and services.

 Some relatively basic but effective techniques for detecting TBML schemes include quantity analysis and unit price analysis, in order to identify outliers and anomalies. Other methods include text and web analytics to match, for example, shipping or customs documentation with billing information.

Money laundering undermines the integrity of business activities

A P-note is a derivative instrument issued by a foreign portfolio investor (FPI) against underlying Indian securities, which allow these investors to earn returns on investment in the Indian market without undergoing the significant cost of directly investing in India.

Participatory notes are instruments used for making investments in the stock markets. However, they are not used within the country. They are used outside India for making investments in shares listed in the Indian stock market. That is why they are also called offshore derivative instruments.

PNs are becoming a favourite with a host of Indian money launderers who use them to first take funds out of country through hawala and then get it back using PNs.

The Securities and Exchange Board of India (Sebi) on Thursday proposed tighter rules for participatory notes (P-Notes) in an attempt to curb the potential for money laundering through this investment route, popular among rich individuals and hedge funds.

P-Notes, or off-shore derivative instruments (ODIs), are instruments issued by registered foreign portfolio investors (FPIs) to overseas investors who wish to invest in Indian stock markets without registering themselves with Sebi.

By their very nature, P-Notes are seen as an opaque route for investment which leave room for round-tripping—the practice of money stashed away overseas by Indians returning home through tax havens in the garb of foreign capital—and money laundering.

According to a Sebi statement, the transfer of P-Notes will be restricted and allowed only after prior consent of the issuer. This means that for every downstream transfer of a P-Note, prior consent of the issuer would be needed.

Additionally, transfer of a P-Note will be allowed only to a pre-approved list of subscribers.

One of the reasons why a majority of the P-Note investment comes from Singapore and Mauritius could be that the FPI, which is the P-Note holder does not have to pay any Indian capital gains tax if it is based in Singapore or Mauritius under these treaties

The tax treaty with Mauritius prevents India from taxing capital gains of investors based out of Mauritius.

Since there is no capital gains tax in Mauritius, these investors pay no capital gains tax in either country. Singapore has a similar treaty with India. Singapore also does not have a capital gains tax regime.

P-Notes cannot be issued to a resident of a country identified by the inter-governmental Financial Action Task Force as being lax on money laundering and terror financing regulations.

On November 24, 2014 SEBI issued new norms to curb illegal funds inflow. The new norms will enhance KYC and shut out entities form opaque and non-transparent structure to filter the kind of money that flows into the country

A central KYC registry to track multiple transactions by one individual or entity will help create transaction histories of individuals and entities.

Facebook uses a complicated series of shell companies in tax havens to avoid paying billions of dollars in Corporate tax. For example, in 2011, Facebook paid £2.9m tax on £840m profits, no tax in 2012, no tax in 2013, and £4,327 in 2014 on hundreds of millions of pounds in UK revenues which were transferred to tax havens. Facebook routes billions of dollars in profits using the Double Irish and Dutch Sandwich tax avoidance schemes to bank accounts in the Cayman Islands.

Google uses various tax avoidance strategies. Out of the five largest American technology companies, it pays the lowest taxes to the countries of origin of its revenues. The company accomplishes this partly by licensing technology through shell subsidiaries in tax havens such as Ireland, Bermuda,the Bahamas, and the Netherlands. This has reportedly sparked a French investigation into Google's transfer pricing practices.

In 2013, Chairman Eric Schmidt responded to questions about taxes paid in the UK by pointing to the advertising fees Google charged UK companies as a source of economic growth..  In January 2016, Google reached a settlement with the UK to pay £130m in back taxes plus higher taxes in future..

The double Irish arrangement was a tax strategy that some multinational corporations used to lower their corporate tax liability. The strategy used payments between related entities in a corporate structure to move income from a higher-tax country to a lower or no tax jurisdiction. It relies on the fact that Irish tax law does not include transfer pricing rules as does the United States and those of many other jurisdictions. Specifically, Ireland has territorial taxation, and does not levy taxes on income booked in subsidiaries of Irish companies that are outside the state.

It is called double Irish because two Irish companies are used in the arrangement. One of these companies is tax resident in a tax haven, such as the Cayman Islands or Bermuda. Irish tax law currently provides that a company is tax resident where its central management and control is located, not where it is incorporated, so that it is possible for the first Irish company not to be tax resident in Ireland. 

This company is the offshore entity which owns the valuable non US rights that are then licensed to a second Irish company (and this one is tax resident in Ireland) in return for substantial royalties or other fees. The second Irish company receives income from the use of the asset in countries outside the United States, but its taxable profits are low because the royalties or fees paid to the first Irish company are tax-deductible expenses. The remaining profits are taxed at the Irish rate of 12.5%.

Apple has created subsidiaries in low-tax places such as Ireland, the Netherlands, Luxembourg and the British Virgin Islands to cut the taxes it pays around the world. According to The New York Times, in the 1980s Apple was among the first tech companies to designate overseas salespeople in high-tax countries in a manner that allowed the company to sell on behalf of low-tax subsidiaries on other continents, sidestepping income taxes. 

In the late 1980s Apple was a pioneer of an accounting technique known as the "Double Irish with a Dutch sandwich," which reduces taxes by routing profits through Irish subsidiaries and the Netherlands and then to the Caribbean

On August 30, 2016, after a three-year investigation by the EU's competition commissioner that concluded that Apple received "illegal state aid" from Ireland, the EU ordered Apple to pay 13 billion euros ($14.5 billion), plus interest, in unpaid taxes.. 

Specifically, the commissioner found that Apple had benefitted from Irish Department of Revenue tax rulings that allowed it to split the profits recorded by Apple Sales International internally between its Irish branch and a stateless "head office" entity lacking employees or premises (permitted under Irish law until 2013.  

The Chancellor of Austria, Christian Kern, put this decision into perspective by stating that "every Viennese cafe, every sausage stand pays more tax in Austria than a multinational corporation

The country’s 50 largest corporations have stored more than 1.5 trillion dollars in offshore shell companies in recent years to lower their tax rate

Large corporations such as Pfizer, Walmart, IBM, and Apple have stashed billions of dollars via more than 1,500 subsidiaries in tax havens like the British Virgin Islands and the Cayman Islands, according to the report, which analyzed the companies’ Securities and Exchange Commission filings.  

Keeping profits offshore lowers the taxes owed in the United States, and this ends up costing the U.S. government about $152 billion each year in lost revenue 32% of their profits outside USA.

The 50 largest American companies kept these corporations paid an average effective tax rate of 23.9%  .  That’s below the statutory corporate tax rate of 35 % and lower than what the average American worker pays, which is 31.5 percent. 

Kosher Multinational companies with Bilderberg club support rely heavily on loopholes in the international tax system to keep some profits from being taxed in the United States. Every time a new rule is created to crack down on abuse,  Jews find another way around it.

As a result of all this, smaller businesses that don’t have the resources necessary to construct complex tax-avoidance schemes end up paying closer to the full tax rate. This means that they end up paying a larger share of the bill for services such as roads, health care, and education
