ANNEX 1 CLOSED CYCLE WASH ON CHEMICAL TANKERS-- CAPT AJIT VADAKAYIL


        ANNEX ONE OILS CLOSED CYCLE WASH

A closed cycle wash is a wonderful system where you can wash a ULCC and not discharge a drop of oil into the sea.

Some of the old chemical tankers have a equalizing line between the port and stbd slops . The position of the lower of the two equalizing valves determines which is the clean slop and which is the dirty slop.

*The lower equalizing valve leads to the bottom of the dirty slop.
*The upper part of equalizing line leads to the top of the clean slop.
*The CLEAN water for tankcleaning is drawn from the bottom of the clean slop, where lighter oil droplets cannot exist.
*The dirty washings stripped continiously from butterworthed tank bottoms are put into the dirty slop from top without creating turbulence.

To do closed cycle wash first fill up both slops to a suitable level. Prior to this the clean slop has to be washed and washings stripped into the dirty slop of course. Once washing starts a layer of oil will keep building up on top surface of the dirty slop. After butterworthing ensure line flushing is also done into the dirty slop.

Once the washing is over the clean slop is pumped overboard through the ODMCS.  The dirty slop is allowed to settle and separate for 24 hours . Heating can hasten the separation. The clean water from below is discharged through the ODMCS.

As long as the IRD is within 30 litres per nautical mile the overboard will remain open. If the IRD exceeds the discharge will be diverted back to the dirty slop and the overboard will automatically shut. Do not try to overdo the decanting with heavy persistant oils which can dirty the sensor , especially if ship is rolling.

 IRD ( litres per nm )= PPM  X  flow rate ( CuM per hour ) / speed (  in knots )  X 1000

It is obvious that the CCR is not concerned with ppm like the Engine room. To reduce the IRD below 30 litres/ nm either the ships speed can be increased or the flow rate can be reduced by reducing the pump rpm.

The water in the dirty slop is pumped ashore or into a slop barge. After that the tank is butterworthed and that too is discharged as slops.

Some chemical tankers with deepwell pumps do not have an equalizer line between the slops. In such a case use any tank as a dirty slop tank and strip tank washings into it.

It is important to superstrip cargo lines at end of discharge to reduce the shore tank / barge slop quantity, especially for lub oils

Some chemical time charterers fix up deck tanks ( endorsed in IOPP certificate ) so that they do not have a Annex one oil slop barge liability in uneconomical ports and to avoid sacrificing the slop tank just to accommodate manifold drip tray oily water and to accommodate incompatible chemical slops.

No decanting of dirty slop can be done in special areas.

ON SS CHEMICAL TANKERS : ( on request from Capt Tajbar Rawat-- via blog on Marpol rules  )

It is obvious that you have to use fresh water in case of long slop carriage ( chloride pitting on SS ) and your slop tanks will NOT have the closed cycle equalising/ siphoning system. 

You cannot have any tankcleaning chemical mixed with the decanted and retained slop, as nobody will accept this annex 1+2 mix.  

There is a huge doubt at sea-- as to how much water must be consumed ( to log in oil record book ) before you can start washing with tank cleaning chemicals and pump the strippings directly overboard, as this is NOT addressed anywhere.  

Best is to prewash it ashore -- but very few charterers want to spend this money, and very few ports have such facility for huge volumes . 

You can be assured that as long as your wash water is hot and you treat the annex 1 ( especially persistant viscous lub oils ) as category X annex 2 cargo for Marpol purposes of K value for " soldifying/ high viscocity substance " as per P&A manual-- you cannot have a run in with the IGNORANT port state control .  

Now, how do you use so much water, as you dont have this much tank cleaning fresh water ROB ?  

Use TWO PASS mode -- where you strip all bottom washings into the SMALL dirty slop tank ( which also takes in the ODMCS reject ) using drop from top, without splashing .  On a ULCC  you use CONTINIOUS pass mode which may be 10 pass or more-- remember?

Remember the bottom of this tank must be charged with good clean water to a height of atleast one metre, to keep the framo pump mouth clean  --so that when you shift some water for the 2nd pass from dirty slop to the clean slop for wash water drive -- NO oil traces carry.  

Empty the clean slops fully ( into dirty slop tank ) by consuming for tank wash , before you finally decant the dirty slop via ODMCS. Ensure you enter 1/30000 DWT into the ODMCS CPU as the total weight of lub oils carried during the voyage --it is NOT summer DWT.

And with Lub oils dont wait for the overboard to slam shut at 30 litres / nautical mile- by which time your sensor is already dirty. The modern ODMCS units do NOT have sensor cleaning soap/ emulsifier solution -- as this soap foam solution inside the decanted slop can be rejected . 

Alter course and run the steam coils to keep the oil interface right on the surface of the slop to be decanted.

Finally this decanted ROB must be stripped into the deck tank as long as it is in the IOPP certificate form B , so that you do NOT waste a slop cargo tank on a ANNEX 2 chemical tanker. If this deck tank is epoxy coated--you can use salt water for washing instead of fresh water. The deck tank slop content can be carried till you reach an economical port.

In the ORB mention that you used 2 pass ,when you use limited fresh water.

    Respected Captain,

    What is special about Tamil Nadu?

    How come it is able to continuously produce word geniuses like Ramanujam, Subrahmanyan Chandrasekhar, C.V. Raman, A.R. Rahman, Abdul Kalam, Venkatraman Ramakrishnan, Viswanathan Anand, Illayaraja, etc?

    Even till recently the Chief Justice of India, the Finance Minister, the RBI governor are all Tamils?

    Is there any scientific reason behind this? Because no other region has produced such super genius people in such numbers.

    when i was on my training ship in mumbai with 250 other cadets ( two years ) -- the biggest TELUs ( oily and slimy ) and SNEAKS ( snitches ) became SCC ( senior cadet captains ) , CC ( cadet captains ) , CL ( cadet leaders ) etc.

    i used to be in the CAPTAINS MONTHLY BREAKFAST PARTY ( cadet with maximum negative marks for OFFICER LIKE QUALITIES ) -- to be chewed up for breakfast every month .

    i got an EXTRA FIRST in every subject --except OFFICER LIKE QUALITIES.

    now what are OFFICER LIKE QUALITIES-

    being a son of a bit#h, being a sneak, being a hypocrite, being a as$ kisser , being a leader who will sell out his team, being a back biter, being an informer , being the best in playing to the gallery.

    so, so--

    at the passing out parade --most of the cadets who got all PRIXES were leaders -- they all got BOOOOOEEEEED !

    I remember i got only one prize--for being the best REPORTER IN ENGLISH -- the claps I got from the entire hall still resound in my ears -- along with another ROC ( royal officer cadet -who did NOT care to become a sold out leader ).

    and mind you -- i was in every single team which made my TOP ( starboard fore top ) the champion TOP.

    i was a champion sailor, rower, signaller, marks in subjects, soccer team in both years --

    but i lacked OLQ ( officer like qualities ) of being a FU#KIN' SLIME BALL.

    so in my passing our certificate , after two years of training -- i had an EXTRA FIRST in all subjects -- except OLQ where i was third grade

    so i guess they held a special meeting and GRACED ME TO FIRST CLASS --a young 18 year old boy -- .TEE HEEE !

    AT SEA, THE SAILORS DO NOT CARE FOR YOUR FOUR STRIPES- THEY ONLY CARE FOR WHO YOU ARE--

    AT SEA PEOPLE WHO KNOW ME , OR HAVE HEARD OF ME -- OR SAILED WITH ME, WILL VOUCH--

    AFTER 13 YEARS OF DELIVERY, WITHING 6 HOURS OF TAKING OVER COMMAND, I FOUND THAT THE WHITE SKINNED CHOOTS , HAD MISTAKEN THE CLEAN SLOP TANK FOR THE DIRTY SLOP TANKS--AND EVERY ENTRY IN THE "MARPOL OIL RECORD BOOK" WAS A WHITE LIE .

    THE PUNISHMENT IS IMPRISONMENT . . .
